how show country map , make cities separate changing color of mouseover

i need idea how www.mudah.my site.

basically how (http://www.mudah.my/) having 1 normal map image no country highlighted (actually looks use couple images make 1 image placing transparent div on top of them).

they have standard image map applied '1' image define separate areas , when user mouses on relevant part of map display specify section of highlight image (http://www.mudah.my/img/map_highlight.png) in specific place on top the existing image, behind 1 main transparent div. presumably links associated image map) continues work.
